Which Renovations Do Not Need a Building Permit in Ottawa?

By Aelia Construction and Design. Last updated .

The City of Ottawa lists several jobs that do not need a building permit, including replacing doors or windows in the same size opening, new flooring, painting, and replacing kitchen or bathroom cabinets when plumbing fixtures stay where they are. The Ontario Building Code and zoning rules still apply.

Projects the City lists as not needing a permit

According to the City of Ottawa, these do not require a building permit:

  • Replacing doors or windows, provided they go in the same size opening
  • Replacing kitchen or bathroom cabinets, provided plumbing fixtures stay in the same location
  • New flooring
  • Installing an air conditioner or heat pump
  • Replacing an existing hot water tank
  • Painting and decorating

The conditions matter. A window replacement in the same opening is exempt, but making the opening larger is not.

Projects that do need a permit

In general, you should expect to need a permit when the work involves:

  • Structural changes, such as removing or moving a load-bearing wall
  • New windows where there were none before
  • Plumbing changes beyond replacing fixtures in the same location
  • Finishing a basement

No permit does not mean no rules

The City is clear that your work must still comply with the Ontario Building Code and any applicable law, including the Zoning By-law. Electrical work must also be done by a licensed electrical contractor.

Kitchens and bathrooms

A cabinet and countertop update with fixtures staying put is usually permit-free. Moving the sink, adding a bathroom, relocating a gas line or taking out a wall is where permits come in. If your plan changes during design, ask your contractor to recheck.
